EIGHT SECTION THE ARIZONA DAILY STAR TUCSON, MONDAY, JUNE 5, 1972 Underground Magazine Situation Very Shaky For Soviet Publisher MOSCOW (AP) Vladimir Osipov is a publisher without a printing press, a former political prisoner who carries the makings of his underground magazine around in a shabby briefcase, never knowing whether the current issue will be his last. He hurried to launch his enterprise last year during a spate of rumors that the Communist party congress this March was going to endorse re-Stalinization. But re-Stalinization didn't materialize and the enterprise has continued. The magazine is one of several typewritten underground publications that circulate from hand to hand to be recopied and passed on in greater number by their readers.

The system is called "Samizdat," the Russian work for self-publication. Osipov's journal is named Veche after the councils of freemen that existed in Russia before the Mongol invasions of the 13th century. Closely associated with the ideas of the Russian Orthodox Church but aware of the church's dependence on the state, Veche measures contemporary Soviet society against traditional values and finds society wanting. It is, in Osipov's words "the first periodical of a Rus- sian national character in the USSR." He insists that Veche does not form the center of "SOcial movement." If it did, it would call down the wrath of a state jealous if its own power. For Osipov, Veche "represents an intellectual mood existing in Russian society," an awareness of "Russianness" of Great Russians, White Russians and Ukrainians as distinct from the other nationalites in the Soviet Union.

With Osipov's confidence in rising Russian nationalism goes a faith in a religious renaissance in the Soviet Union. Osipov, 33. has twice changed his faith. "My mother was a teacher and was afraid to have me christened." he said. "But when I was 7 she became seriously ill with typhoid.

My grandmother was taking care of me and she took me to the church to have me baptized." Until he was 13, he was intensely religious." Then I became an atheist, joined the Komsomol (the Communist youth organization) and was a brilliant Communist. I believed. I was a fanatic." For this he was expelled from the university and communicated by the Komsomol. 1. He gravitated toward Mayakovsky Square in Moscow, where young poets used to read verse in the open air until police closed down the show. In 1960 he compiled a literary magazine called Boomerang, but after one issue merged it with Phoenix, a newcomer. Boomerang was only the second Samizdat journal to appear in the postwar Soviet Union.

In the meantime, Osipov was able to obtain his university degree by correspondence and he got a job teaching history at Middle School No. 727 in the capital. Then, on the morning of Oct. 6, 1961, four men in civilian clothes stopped him on the sidewalk in front of the school as he turned up for work. The police said it was only for an identity check, but Osipov knew what it was about.

A At the police station he asked to go to the toilet. Inside, he shredded the pages of his address book, flushing the names and phone numbers of his friends down the drain. That was his last free act for seven years. The secret police, the KGB, took over that day from the civilian police. They sent him first to Lubyanka Prison, and later to Lefortovo, the other KGB prison in Moscow.
